The receiptPeak over loudness: 8.0 dB on the loud master, 12.9 dB on the streaming one. Same song, same -1.0 dBTP peaks.
Same song mastered twice, at -9.1 and -13.9 LUFS. A streaming service that plays at -14 turns the loud one down, and it keeps 4.9 dB less room for the hits.

After normalization
Turned down to -14, the loud master plays at the same volume as the streaming one, with 4.9 dB less punch on every hit.
Master for where it's going: loud for clubs and CDs, around -14 LUFS for streaming.
